Managed by the IHA as the Ochi-no-Okanoe Tomb of Princess Ota — Emperor Tenji's daughter and mother of Prince Otsu — set partway up the stair to Empress Saimei's mausoleum (id:638), matching the Nihon Shoki's "tomb before the mausoleum." Scholars favor Koshitsuka-Gomon (id:664) as her true grave.
