Two views on the occupant

Imperial Household Agency view
Managed by the IHA (designated 1901) as the tomb of Princess Kibi, Prince Nagaya's consort who died with him in 729. The ~20m knoll pairs with his tomb (id:651) 150m away; Meiji-era finds of haniwa and megaliths suggest a reused kofun. The twin graves still convey the tragedy.
