Managed by the IHA as the Tahara-no-Nishi Mausoleum of Emperor Kasuganomiya (Prince Shiki, son of Emperor Tenji, father of Emperor Konin, and celebrated Man'yoshu poet). A knoll 38m × 40m and ~10m high, with his poem inscribed at the entrance; Emperor Konin's tomb lies 2km east.
