A keyhole mound in the Hiokayama group, within Hiokayama Park, Kakogawa. Managed by the IHA as the mausoleum of Harima-no-Inabi-no-Oiratsume, it has a worship area reached through the park.

Two views on the occupant
Archaeological view
Kakogawa City describes a keyhole mound about 85m long, thought to date to the 4th century. It is regarded as among the oldest in the Hiokayama group, but its burial facility and occupant have not been established. The IHA has published a mound-shape survey.
Imperial Household Agency view
The IHA manages the site as the Hi-no-Oka Mausoleum of Empress Harima-no-Inabi-no-Oiratsume. This is an official mausoleum attribution, not archaeological identification of the occupant. Worship is from the oratory; the mound is closed.

About 10 min on foot from JR Hioka Station to Hiokayama Park, according to Kakogawa City. The mound itself is closed.
